CivicNZ: Is New Zealand getting better? Follow the money and the outcomes.

CivicNZ is a public-money watchdog. Public pages are free to read. It is not a charity product, not a ranking of charities, and not a substitute for official statistics. By using civicnz.org or the CivicIQ API you agree to these terms.

1. Acceptance of Terms

By accessing CivicNZ ("the Service", "we", "us"), you agree to these Terms of Service and our Privacy Policy. If you do not agree, do not use the Service.

We may update these terms. Material changes will be dated on this page. Continued use after an update is acceptance of the new terms.

2. Description of Service

CivicNZ compiles official New Zealand sources — GETS procurement notices, Treasury and Public Service Commission releases, Stats NZ, Health NZ, MSD, legislation.govt.nz and coalition documents — so the public can check spending, outcomes and promises.

Area desks (health, affordability, wellbeing) with sourced Better / Worse / Flat / Insufficient verdicts
GETS tenders with closing versus awarded dates from the notice
Value-for-money scorecards (vfm-2.0) or Insufficient evidence
A promises tracker that uses the same status function for every party
A public corrections log when a live figure was wrong
Free JSON for browsing; optional pay-per-call API routes for bulk access

Public pages cost $0 to read. CivicNZ is not a charity, does not sell charity rankings, and does not use "free forever" product tiers. Paid API routes are optional and are described on the developers page.

3. Accounts

Most of the site can be used without an account. If you create one, keep your password safe and keep your details accurate. We may suspend an account that is used for abuse or illegal activity.

4. Acceptable use

You agree not to:

Use the Service for any unlawful purpose
Attempt to gain unauthorised access to our systems
Scrape or bulk-download beyond the published API limits without permission
Present CivicNZ figures as official statistics
Upload malware or interfere with the Service

5. Data and disclaimers

Figures are compiled from official or openly licensed sources. Each public figure should carry a source, a release date and a fetch date. Series older than 12 months are marked stale. We do not invent missing values.

Not official advice. CivicNZ does not provide legal, financial or policy advice. Verdicts are derived from a published rule, not an editorial preference. Always check the primary source.

Some features use automated analysis. Those outputs can be wrong. We publish corrections at /corrections when a live figure, verdict or method was wrong.

6. Intellectual property

The CivicNZ interface, methods text and derived analysis are owned by CivicNZ. Official statistics and GETS notices remain with their publishers. You may quote CivicNZ figures with a link to the sourced page.

7. Limitation of liability

To the maximum extent permitted by New Zealand law:

The Service is provided "as is" without warranties of any kind
We do not guarantee uninterrupted or error-free service
We are not liable for indirect, incidental or consequential damages
Our total liability shall not exceed the amount you paid for paid API calls in the 12 months preceding the claim (and is $0 where you paid nothing)

Nothing in these terms limits liability that cannot be excluded under New Zealand law, including the Consumer Guarantees Act 1993 where it applies.

8. Governing law

These terms are governed by the laws of New Zealand. Disputes are subject to the exclusive jurisdiction of the New Zealand courts.
