Each department is scored 0–100 across three signals — procurement competitiveness, budget discipline, and workforce cost efficiency — then benchmarked against peers. The coverage bar shows how many signals had public data; departments with limited data are scored only on what is available. This focuses on outcomes for the public dollar, not procedural box-ticking.
